Committee Members' Responsibilities and Duties
|
Chairman
- Responsible for the smooth overall running of the club in line with the guidelines contained in the BSAC Branch Officers Handbook.
- Ensures that the club operates according to the agreed club rules and constitution.
- Arranges and chairs all committee meetings, Annual General Meetings and Extraordinary General meetings.
- Produces an annual report for the AGM.
- Ensures all committee members clearly understand their roles and responsibilities.
- Encourages and supports members of the committee in carrying out their agreed tasks.
- Provides a casting vote at committee meetings if required.
- Ensures that all club activities are for the benefit of the club.
- In collaboration with the committee and other club members take the lead role in defining the short and long term strategy for the club.

Secretary
- Act as the main point of liaison for other BSAC dive clubs.
- Holds and maintains Try Dive packs
- Organises committee meetings, AGMs and EGMs and ensure invitations etc. are sent out
- Circulates an agenda and all relevant documentation before each meeting
- Writes minutes for each meeting, including decisions and action points, and circulate these shortly after the meeting
- Chases actions from the meetings.
- Notifies BSAC of personnel changes in the committee by means of the 'Branch Details Form'
- Ensures that any mail received is distributed to the appropriate committee members and/or discussed in the committee meetings
- Keeps an archive of club documentation and minutes
- Keeps up-to-date membership database and distributes contact lists to members at regular intervals.
- Keeps copies/track of medicals (certificate of fitness to dive section) for all club members.
- Provides monthly reports to the committee on: Current members including: Breakdown by qualification, Membership type, Lapsed members - members awaiting renewal (lapse up to 2 months)
- Provides the club's main link with BSAC for membership and other matters.
- Provides a welcoming letter and pack to new members. To include: Club rules, Costs, membership, use of pool, Times of club meetings, pool opening times, Committee membership with key contact numbers, Medical requirements, Website address, Local dive shops etc.

Treasurer
- Collects and records equipment hire charges.
- Responsible for administering membership activities within the club in line with the guidelines contained in the BSAC Branch Officers Handbook, endeavouring to complete membership process prior to lapse
- Arranges and administers membership renewals.
- Provides the sound financial management of the branch
- Plans and monitors Branch income and expenditure
- Prepares the Branch's annual budget
- Provides advice on all matters of expenditure to the Branch's committee
- Provides updates on the Branch's financial position to the Branch committee meetings
- Ensures that Branch accounts are independently audited prior to the Branch's AGM
- Prepares an 'Income and Expenditure' and 'Balance Sheet' for presentation and approval at the Branch AGM
- Ensures the Branch's equipment is adequately insured
- Maintains an asset register and review annually depreciation charges proper to all club assets

Diving Officer
- Determines standards of safe diving procedure.
- Ensures the safety standards are observed in practice.
- Arranges an interesting and varied programme of diving activities with the Training Officer and Trips organiser.
- Responsible for all branch training activities, which are delegated from the DO to the Training Officer. Can sign off qualification books and issue qualification certificates.
- Awards club qualifications up to Advanced Diver standard.
- Liaises with the BSAC National Diving Officer.
- Reports any incidents or accidents to the BSAC Incident Records Co-ordinator.
- Needs to be aware of any laws (such as Fishery Protection Regulations, Laws of Salvage, Speed and/or Diving Restrictions) which may affect club diving operations, and ensures these are observed.
- Needs to attend most club nights.
- Ensures sufficient opportunities exist for new members to experience open water diving, whether inland, coastal or off-shore.

Training Officer
- Assists in the management of club diving functions on a short and medium term.
- Responsible for all aspects of training and safety.
- Organises the pool training on club nights (to cater for a sensible maximum number of trainees as determined by space and kit available).
- Organises training lecture courses.
- Organises open water training and tests.
- Organises written examinations.
- Co-ordinates Club Skill Development courses (SDCs) and attendance at Regional SDCs.
- Manages the clubs training equipment e.g., overhead projectors, screens and other training materials.
- Maintains club training records.
- Helps ensure members are aware of training opportunities and encourages appropriate advancement.

Eqipment Officer
- Maintains the boat and associated equipment in full working order, advising the committee of any issues or problems.
- Defines and documents routine maintenance tasks.
- Maintains an Inventory of all club equipment
- Encourages other club members to contribute to maintenance tasks.
- Assists in training of boat handling and safety, maintenance tasks, use of boat electronics and towing etc.
- Organises, and is responsible for the boat shed, and the maintenance of equipment stored within it.
- Makes recommendations on any new equipment required.
- Is responsible for maintaining the club boat rules and guidelines.
- Ensures all equipment is correctly maintained and renewed as necessary, maintaining records of such.
- Keeps the Training Officer informed of equipment availability.
- Allocates kit to members and keeps track of where it is.
- Assists the Treasurer in reviewing the asset register and recommending equipment hire charges annually in such a way as to cover maintenance and depreciation charges.
- The EO does not have to be able to do all repairs and maintenance themselves, but organise for it to be done within the limits of the club's financial situation
